History of FAPA

The DC Metropolitan Foster and Adoptive Parent Association (FAPA) was organized in February 1971, and incorporated in 1977. The organization's first president was Mary Grayson, a longtime advocate for foster parents and children, who fought to get children out of Junior Village and into loving homes. Under her leadership, parents received increases from the D.C. government in board and care payment, clothing allowances, and day care.


FAPA later secured support for the inclusion of foster parents on any government committee or task force that addressed foster/adoptive parent issues, established monthly support groups, and established the Foster/Adoptive Parent Advocacy Center, which is now a separate nonprofit organization.


In 2004, FAPA began to partner with the DC Child and Family Services Agency to provide training and other services to foster parents, and CFSA designated the Healthy Families/Thriving Communities Collaborative Council to provide technical assistance, administrative support, and fiscal management to FAPA.
